This is just another case of the 'correct' decision being just so completely wrong. Sure, if a keeper comes charging off her line, then retake, but these cases where it is a matter of a couple of inches as to whether the keeper has moved forward or not, are going to seriously damage the enjoyment of the game. If it carries on like this, I can see there not being a single penalty save 'allowed' during the entirety of next season.

No goalkeeper is going to be able to save a penalty if they are not allowed to move at all before the ball is kicked, which is the only way that they can be certain of not edging forward by a blade of grass. At some stage I can see a keeper who has saved one shot, just standing still and letting the retake go in!
A player needs to be able to judge whether they are breaking a law to make that a decent law to have in place. Forwards can no longer judge whether they are 'level' or offisde by eye anymore, now that VAR is in use, unless they hang back a couple of feet to be certain, which gives a massive advantage to the defending side, and now keepers are being punished for having their feet 'just' in the wrong place, when the last place they are going to be looking at at the moment a penalty is taken are their feet!!

Also, I'm not certain I heard this right, but I have a feeling that keepers aren't going to be allowed to stand behind the line when a penalty is taken either, so they won't even be able to compensate like that.

Totally agree. VAR is making the game farcical.

Incidentally, the new rule change says that the 'goalkeeper must have at least part of one foot on or in line with the goal-line'.
"Allowing the goalkeeper to have only one foot touching the goal line (or, if jumping, in line with the goal line) when the penalty kick is taken is a more practical approach as it is easier to identify if both feet are not on the line," goes the IFAB's explanation.

A few things:
The idea of a penalty is that the taker should have the advantage, so punishing the ‘keeper is the right decision.
The Scotland ‘keeper was well off her line, unlike the Nigerian ‘keeper against France.
Whilst I agree that the ‘keeper should be on their line, I’d also like to know that encroachment was been monitored and punished in the same way - just to balance things.
I’d also think that booking the ‘keeper for moving off their line is too harsh a punishment.

Not sure how easy that will be to enforce in games without VAR

if the flowers of Scotland have any aspirations to eclipse Stotland mens sides World cup efforts, they need to play for 90 minutes, not the last 15 mins
Or maybe they should have played in the last 15 mins ?
