That is little more than basic maths.
The more folk that fall "within 28 days" of a positive test the bigger the pool of people that can die and be counted as such.
If folk stopped testing that number in 29 days would be a big fat zero.

probably a stupid question.... but, since free lft's have been withdrawn (in England) officially since apr 1 , unofficially they've not been sent out since at least ten days before.... how will those who compile the statistics actually know for sure whether it was or wasn't within 28 days of testing positive , if someone should pass away?

If they die in the community its the whim of the GP/Person certifying.
