You won't see anything in advance (unless an individual choose to make a statement) as it is up to the person to decide at each meeting whether they should participate.
I wouldn’t get too het up over what may be perceived as a "predetermined stance". This has no defined boundaries and unless the individual has gone on record as saying that they would never accept a stadium being built, they can simply sidestep it by claiming they are merely "predisposed" to reject the plans. And again, it is up to the individual to consider whether they need to withdraw, there is no process to prevent them from sitting if they are entitled to.
However, the council will have a code of conduct which all councillors are expected to follow and should they choose not to abide by it's guidance, then any decision taken during their presence becomes open to challenge. This is why Cllr Simpson will probably not participate in the process - he has an undeniable interest and his involvement would almost certainly offer grounds for opponents of the stadium to attempt to instigate a Judicial Review if planning was subsequently approved. This is also why the club cannot be seen to attempt to influence the makeup of the planning committee. On the flip side, if the club's legal team feels a decision to refuse permission has been made where these procedures have not been followed, they can move to get it quashed which would be quicker than an appeal (which would probably involve a public enquiry).
It is in both sides interest to follow procedure and the club is obviously undertaking this aspect of the project meticulously. Should others choose a different approach, it will ultimately be to their detriment.
