Clubs in the League 1 and League 2 operate within a Spending Constraint framework termed Salary Cost Management Protocol (SMCP). SCMP limits spending on player wages to a percentage of club Turnover. In League 1 clubs can spend a maximum of 60% of their turnover on wages - in League 2, the limit is 55%. There are no restrictions (in themselves) on the amount a club can lose or spend on transfer fees.
 
I believe that’s no longer the case. And that’s why clubs like Wigan and Forest Green can spend what they did on wages compared to their income. Salford are losing 95k a week. That won’t be 55% of their income.

I believe the Accrington owner who posts a lot on twitter has confirmed there is no FFP in leagues 1 or 2 on there.

SCMP is still in the EFL's rules & regs on their website. Which still say that clubs that fail to meet it will be subject to a transfer embargo (although there are no points deductions under SCMP).

I believe that owners are allowed to get around it by making hefty donations (but not loans) to their clubs. Maybe that's what FGR or Salford are doing?

Indeed FGR’s shirts are sponsored at an attractive rate by their Chairman’s company given the attendances that will see them. Fair enough if he’s prepared to spend the money and not load the club with debt.
 
As I say I’m not an expert by any means - but perhaps therein lies the problem.

I think the rule itself is much better in League One vs. the Championship.
Limiting wage budgets to a percentage of revenues is the best way of stopping clubs from getting themselves into real financial difficulties. But if a rich owner wants to donate money to a club - well that (as opposed to owner loans) does not pose a financial risk, so there's no real reason why it shouldn't be allowed in the name of protecting the clubs from themselves (if you want to argue about protecting sporting integrity - that's a separate issue!).

But the Championship rules of 'No more than 39m losses over a three year period' is idiotic. A club like Everton (if they come down) could probably sustain that sort of loss no problem. For a club like Wycombe (if they go up), it would be insane, suicidal, 'end of the club' financial management to incur losses like that, but would be perfectly allowable.

As I understand it, however, what they do well (or at least better) for the Championship, but not for League One, is enforcement.
There's a real punishment for failing to adhere to (or trying to cheat) FFP, and that punishment has now relegated Wednesday and Derby in back-to-back seasons.
Far as I can tell, SCMP in League One doesn't really have any teeth. Points deductions aren't permitted, and I'm not sure I can recall many transfer embargos over the years, unless accompanying adminstration or takeovers.

Could be as simple as QPR looking at players as reported , football people chatting is quite a regular normal event and isn't the board meeting to discuss the budget for next season and expectation ?
Be surprised if they went for KR but you never know.

WW only got to see their team winning 11 games out of 46 that season
And this season they had to see their team lose five times less than we had to, and will watch them in the playoffs. A season of pain in the Championship can set you up financially for a much nicer one next time around!
 
Wigan's title-winning squad construction was a bit weird really.

Other than their big splash signing of McClean, and Lang who came up through their youth system, almost every other player that made a big contribution for them this season was signed for free from one of their promotion rivals - Whatmough & Naylor from Pompey, Wyke & Power from Sunderland, Amos from Charlton, Edwards & Keane from Ipswich.

Either they were offering daft wages (and the EFL were asleep at the wheel as usual when it came to FFP - Wigan's income can't be much higher than ours) or all the other clubs made some really dumb decisions to let top League One players go, and Wigan just did a great job of hoovering them all up.

Maybe KR to QPR compensation to us and MAP’s now available? (Or should you never go back??)
If Robinson left for QPR then I’d hope we would get someone a lot better than Appleton in.
He was the right fit at the right time but he isn’t the most loyal of guys and I’d say there are now better managers out there.
