No, but councillors will vote on the outcome of the planning decision and the advice of the planning officers. There are many examples where this then ends up in an appeal. The delay could jeopardise the final outcome. Choose your candidate carefully on the 2nd of May.Correct. Planning is not decided on people's/councillors opinions.

I’m not sure that is the case anymore.There is actually a formal political alliance between them locally.
Suzanne McIvor is a green party councillor and Victoria Campbell is a green party candidate. We all know the greens are anti-stadium.
Whilst that alliance remains in place we must assume the LibDem's are against the stadium too until they leave that alliance or publicly come out in support of the stadium.
Until that point they can't be trusted and we must campaign against them.
