A person's national insurance payment increase with any salary increase (assuming they pay it or are not already above the threshold, of what is therfore a regressive tax) without the need for an increase in the rate of NI.
This increase in the rate of NI is not as a result of inflation, it is inflationary in itself.

Food prices go up - POOR people eat less - obesity crisis averted.
Things get more expensive - POOR people have less disposable income - less plastic crap shipped around the planet, fewer flights to Spain etc etc.
